On 9 February 2024, Google will introduce a new Sensitive Events policy into the AdSense Program Policies and AdMob Program Policies Per the Google Ad Manager Partner Guidelines these policies are applicable to Google Ad Manager Partners when displaying Google Ads on your sites or apps in the Open Auction.
A "Sensitive Event" is an unforeseen event or development that creates significant risk to Google's ability to provide high quality, relevant information and ground truth, and reduce insensitive or exploitative content in prominent and monetized features. During a Sensitive Event, we may take a variety of actions to address these risks.
This message is a notification to inform you about an update to our policies. No action is needed from you at this time.

On May 16, 2023, we announced that we will require partners using our publisher products — Google AdSense, Ad Manager, or AdMob — to use a certified CMP that integrates with IAB Europe's Transparency and Consent Framework (TCF) when serving ads to users in the European Economic Area (EEA) or the UK. You can view a list of certified CMPs in our help center (Ad Manager AdMob AdSense).
In July, as a follow up, we announced that we will begin to apply this requirement on January 16, 2024. This email serves as a reminder of that approaching deadline.
Enforcement will begin January 16 on a small percentage of EEA and UK traffic, and will ramp up until we enforce across all EEA and UK traffic by end of February 2024. To ensure your monetization is not impacted, please have a certified CMP in place by January 16, 2024.
Once enforcement begins, if you send Google an ad request for EEA or UK traffic, and it does not use a TCF-certified CMP (Ad Manager AdMob AdSense), personalized and non-personalized ads will no longer be eligible to serve. Instead, only Limited ads will be eligible to serve on Ad Manager and AdMob and no ads will serve on AdSense. As a reminder, Limited ads are significantly more restrictive than non-personalized ads. As such, relying solely on Limited ads will likely decrease your EEA and UK revenue.

Google is launching support for programmatic bidding on Limited ads

Google is launching support for programmatic bidding on inventory eligible for Limited ads.

In Q1 2024, Google is launching support for programmatic bidding on inventory eligible for Limited ads. This new serving mode will allow for contextual programmatic demand when publishers are serving Limited Ads and enables demand from Google Demand, Authorized Buyers, Open Bidders, & SDK Bidding.
If you decide to use this new serving mode, Google will make use of invalid traffic detection-only cookies & local storage regardless of the user consent signals passed with Limited ads requests. Accordingly, programmatic demand will be enabled (and an invalid traffic-only cookie & local storage used) when (1) there is no certified CMP present, (2) when the <D=1 flag is in the ad request, or (3) a user has declined consent for Purpose 1 of IAB Europe's Transparency and Consent Framework (TCF), and the signal for all other lawful bases required for Limited Ads are present in the TC string.
This feature is optional because we recognize publishers are legally responsible for the tools they use and may have differing views on whether invalid traffic-only cookies and local storage should be subject to user consent. The invalid traffic-only cookie is required for this inventory because invalid traffic protection is a prerequisite for programmatic demand.
Publishers should work with their legal teams to understand whether to use this feature, taking into account relevant regulations and applicable regulator guidance. Publishers will need to determine for themselves whether the use of invalid traffic-only cookies & local storage on their own sites/ apps requires user consent, and therefore whether they should use this feature or not. Publishers that do not want to use invalid traffic-only cookies & local storage without user consent should opt-out of this feature.
